Support for people affected by COVID-19

There are many supports for non-Japanese residents who are facing difficulties in their lives during corona crisis. However, such supports are not sufficiently informed to people who really needs assistance because most of the information are placed on the different places and sometimes available only in Japanese. So in this article, we’ve tried to summarize various supports available for resident individual as of Feb 2021. Support related COVID-19 are updated from time to time. So please check the latest information on the website of the government.

Life support

Temporary Special Benefit for Single Parent Household

Support for households suffering from increasing burden of child-care and decreasing income.

(1)Basic Benefit

¥50,000 per household, and ¥30,000 per head from the second child will be paid to single parents receiving childcare allowance.

(2)Additional Benefit

¥50,000 will be paid to households whose income has declined due to sudden changes in relation to the effects of the COVID-19(“Additional Allowance”).

Eligible person for Basic Benefit

① Person who has received childcare allowance for June 2020. (including mid- and long-term foreign residents)

② Person who has not received childcare allowance due to receiving public pension, etc. (including mid- and long-term residents)

③ Person whose household income has changed in a short time due to COVID-19 and their income has plunged to the level where childcare allowance is provided. (including mid- and long-term foreign residents)

Eligible person for Additional Benefit

Among the people ① and ② shown above, person who has presented that he or she has been affected by COVID-19 and whose income has decreased significantly (including mid- and long-term foreign residents)

Note: For those who fall under ①, ② or ③ above and have received Basic Benefit, Basic Benefit is being re-supplied. And for those who have not applied Basic Benefit by 11th Dec, 2020, Basic Benefit is supplied if the application is filed together with the application for re-supply of Basic Benefit.

Higher education support

For students whose household budget has changed suddenly, tuition is reduced or exempted , and non-refundable or loan-type scholarships are provided.

Eligible person

Students with difficulty in paying tuition (Including Foreign student who is special permanent resident, permanent resident, spouses of Japanese nationals, spouses of permanent residents and long-term residents having intention to be permanent residents. Other foreign students will be supported through different scholarship systems.)

Reduction and exemption of National Health Insurance, Advanced Elderly Medical Service System and Long-Term Care Insurance premiums

Support for municipalities that have reduced or exempted National Health Insurance premium (or tax) for insured persons whose income has decreased due to the effect from infectious disease.

Eligible person

Insured persons of National Health Insurance, Advanced Elderly Medical Service System and Long-Term Care Insurance. (including mid- and long-term foreign residents.)

Exemption from National Pension insurance premiums

Exemption from National Pension insurance premiums for insured persons whose income has decreased due to the effect from infectious diseases.

Eligible persons

Insured persons of National Pension insurance (including mid- and long-term foreign residents.)

Request for granting moratorium on payment of electricity, gas, telephone, water charges and NHK subscription fee

Business operators are requested to offer flexible treatment to those who have difficulties in paying electricity, gas, telephone, water charges and NHK subscription fee due to the effect from infectious diseases.

For NHK subscription fee, consultation desk is established and measures to reduce the burden are implemented.

those who made contract for electricity, gas, telephone, water charges and NHK. (including mid- and long-term foreign residents.)

Special loans such as emergency small loans to individuals

Emergency small loans

Small loan in case of urgent and temporary difficulty in maintaining livelihood. (Maximum loan amount: ¥200,000 or less)

Eligible person: Households with needs to urgent and temporary loan to maintain livelihood due to the decrease in income from business closures, etc. (including Households with mid- and long-term foreign residents)

Comprehensive support loans

Continued support loan for rebuilding their livings. (Up to ¥200,000 per household with two or more persons. Up to 3months maximum.)

Eligible person: Low-income households with difficulties in maintaining livelihoods due to decrease in income or unemployment. (including Households with mid- and long-term foreign residents.)

Expansion of coverage on housing security benefits

Housing security benefits will be provided to those who have lost their housing or are at risk of losing their housing due to financial difficulties as a result of  retirement or lack of employment opportunities which is not caused by their own faults subject to  some conditions, such as doing job hunting.

Eligible person

Persons who have left job or closed their businesses within 2 years, or whose income has decreased to the same level as unemployed, and who fulfill the benefit requirements. (including mid- and long-term foreign residents.)

Flexibility in accepting residents to public housings, etc.

Business entities of public housing are requested to take flexible measures such as allowing delays in rent payments or reducing the burden of tenant through reducing or exempting rents, exempting the requirement of guarantor for applicants or easing requirement for lease application.

For UR (Urban Renaissance Agency) rental housings, flexible measures will be implemented, such as introducing administrative counter for those in need or discussing installed payments for delinquent rents.

Tenants and applicants to public housing, or to UR rental housing. (including mid- and long-term foreign residents.)

Welfare

For those who are actually having financial difficulty in living,  necessary assistance such as living and housing expenses will be provided, depending on their level of poverty, for the purpose of guaranteeing the minimum level of healthy living, and fostering their independence.

Eligible persons

Those who  would have financial difficulties in living even if they utilized all of their assets and abilities. (including foreign nationals  who are legally staying in Japan and are not restricted in their activities: those who are under status of residence such as permanent residents, long-term residents, spouses of Japanese nationals and spouses of permanent residents etc., special permanent residents and recognized refugees under the Immigration Control and Refugee Recognition Act.)

Support for employment

Expansion of special measures for employment adjustment subsidy.

Expansion of the coverage of employment adjustment subsidy to non-insured workers such as part timers. Raising the maximum amount and subsidy rate. (Maximum amount is ¥15,000. Subsidy rate is 100% for small and mid-sized enterprises.)

Eligible person: Business owners affected by the spread of infection. (Foreign nationals of mid- and long-term residents and those that employ foreign nationals are included.)

Support fund for suspended businesses under COVID-19

Among the employees of small and mid-sized enterprises that were forced to suspend business due to COVID-19, those who did not receive leave allowance are eligible.

80% of the wages received before the business suspension. (Maximum ¥300,000 per month and based on the actual suspension.)

Eligible person: Among the employees of small and mid-sized enterprises that were forced to suspend business due to COVID-19, those who did not receive wages during the suspension (leave allowance). (Non-insured workers and foreign nationals of mid- and long-term residents are also included.)

Support fund for elementary school closure under COVID-19

For self-employed parents working under contract, ¥4,100 per day (fixed amount) will be paid, for the days they were unable to work because they needed to  look after their child/ children caused by a temporary closure of elementary schools, etc. (※¥7,500 per day (fixed amount) after April 1st, 2020)

Eligible person: Self-employed parents working under contract who have children as specified below ① or ②.

① Children who go to elementary schools, etc. which are temporarily closed in accordance with guideline, etc as measures against COVID-19 infection.

② Children infected with COVID-19, or children considered appropriate to be absent from school.

Benefit to job applicants under employment insurance system

Support job hunting for unemployed persons, in order for them to be able to find job as soon as possible and lead a stable life.

Eligible person: Those that are covered by employment insurance system, and who fulfill the benefit requirements. (Foreign nationals of mid- and long-term residents are included.)

Maintaining employment of technical interns who are having difficulty in training continuation

Speedy and efficient matchmaking by sharing information of unemployed foreign nationals to recruitment agencies.

“Designated Activities (Employment Permitted)” status of residence are granted.

Support for changing jobs to different industries that are facing labor shortage or changing the residential status to specific skills visa.

Eligible person: Technical interns being dismissed, etc., and having difficulties in continuing their training or those who have completed technical internships and have difficulty in returning home, due to the effect from infectious disease.

Treatment related to the status of residence

Extension of the expiration date of Certificate of Eligibility

The expiration date of Certificate of Eligibility shall be extended as follows (amended in January 21st 2021).

CoE issued between Oct 1st, 2019 and Dec 31st 2019 shall be effective until 30th Apr 2021.

CoE issued between Jan 1st 2020 and Jan 30th 2021 shall be effective until 31st Jul, 2021.

COE issued after Jan 31st 2021 shall be effective within 6 months from the issuance.

Measures for the permanent residents with re-entry permit, of which expiration date has passed while leaving Japan

Status of residence “Permanent Resident” will be granted to those re-entering into Japan after the immigration restrictions are lifted.
